As might be expected, the data file is in a random order. I had raised the issue because there are a couple of weak correlations between challengeID (the row label/number) and two of the outcomes (e.g. eviction r=0.06, p=0.02); challengeID also appears as influential in at least one of the student submissions. However, given the random file order, this looks to be spurious.
Sometimes datafiles do have a meaningful order (by time, by location), but not here.
Thanks for sharing this, I'm just jumping into the challenge and good to see some of these issues!
